IN RECOGNITION OF EACH INDIVIDUAL'S UNIQUE, GOD-GIVEN VALUE, ALL TRAINING AND EDUCATION SHALL BE TAILORED TO SUIT THE SPECIAL ABILITIES AND SPECIAL NEEDS OF EACH ADULT SO AS TO MAXIMIZE THEIR OPPORTUNITIES TO LEARN AND SUCCEED.
