THE PRIMARY PURPOSE OF BURBANK TOURNAMENT OF ROSES ASSOCIATION IS TO REPRESENT THE CITY OF BURBANK IN SPONSORING, PLANNING, DESIGNING, BUILDING, DECORATING AND ENTERING A FLOAT IN THE ANNUAL PASDENA TOURNAMENT OF ROSES PARADE SO AS TO PROVIDE EDUCATIONAL OPPORTUNITIES AND CULTURAL UNDERSTANDING VIA AN EVENT PARTICIPATED IN BY MEMBERS OF THE LOCAL AND WORLD-WIDE COMMUNITIES. ALL PHASES OF THE ORGANIZATION'S PURPOSE BEGIN WITH AN OPEN DESIGN CONTEST. PLANS, SCHEMATICS, ACTUAL CONSTRUCTION AND ALL DECORATION OF THE FLOAT ARE DONE ENTIRELY BY VOLUNTEERS REGARDLESS OF SEX, ETHNIC BACKGROUND, RELIGIOUS PREFERENCE OR RACE. (THE MINIMUM AGE IS 7.) EDUCATIONAL OPPORTUNITIES ARE PROVIDED IN THESE PROCESSES THROUGH FORMAL AND INFORMAL TRAINING. EACH PERSON IS INSTRUCTED IN THE PROPER SIZE, TYPE AND USE OF TOOLS AND EQUIPMENT INCLUDING SAFE HANDLING AND PROTECTIVE GEAR. INSTRUCTION CONTINUES IN THE DECORATION PHASE. EACH PERSON IS TAUGHT MATERIAL PREPARATION, TYPES OF GLUE AND SAFE HANDLING OF SAM
