IDENTIFYING PUBLIC PROPERTY OF OUTSTANDING INTEREST AND PROFOUND NEGLECT (HISTORICAL, ENVIRONMENTAL, AESTHETIC) AND FUND THE DESIGN AND IMPLEMENTATION OF EXEMPLARY PROJECTS, TRANSFORMING RICHMOND INTO A HEALTHIER, MORE LIVABLE CITY, MINDFUL OF ITS PAST AND HOPEFUL FOR ITS FUTURE.
