TO PROVIDE OPPORTUNITIES FOR LOW AND MODERATE INCOME PEOPLE TO SECURE DECENT AND AFFORDABLE HOUSING, TO PRESERVE THE QUALITY AND AFFORDABILITY OF HOUSING FOR FUTURE LOW AND MODERATE INCOME RESIDENTS OF THE COMMUNITY AND TO PROTECT AND PROMOTE ECOLOGICALLY SOUND USE OF LAND FOR THE LONG TERM BENEFIT OF THE COMMUNITY.
