TO PROVIDE CHARITABLE ASSISTANCE TO THOSE PERSONS WHO ENGAGE IN OCCUPATIONS DIRECTLY RELATING TO THE PHYSICAL CARE OF THOROUGHBRED RACE HORSES AT ILLINOIS RACE TRACKS OR APPROVED AUXILIARY STABLE AREAS AND TO THE DEPENDENTS OF SUCH PERSONS.
