TO PROMOTE, PRESERVE AND EXTEND THE SAFETY, IMAGE AND ECONOMIC DEVELOPMENT OF DOWNTOWN STATE COLLEGE, PENNSYLVANIA. TO PROVIDE A SAFE, CLEAN ENVIRONMENT SO AS TO ENHANCE THE IMAGE OF THE DOWNTOWN AND ATTRACT BUSINESS, CULTURAL, RECREATIONAL AND OTHER ACTIVITIES CONSISTENT WITH FOSTERING AND MAINTAINING A VIBRANT AND PROSPEROUS AREA FOR RESIDENTS AND VISITORS.
