PROMOTE AND IMPROVE THE HEALTH, SAFETY, RECREATION AND WELL BEING OF THE EAST VILLAGE NEIGHBORHOOD TO ENHANCE AND FOSTER A SENSE OF COMMUNITY, BY CONSERVING HISTORIC PROPERTIES IN THE NEIGHBORHOOD, BY CONTROLLING GROWTH AND DEVELOPMENT (CONTINUED ON SCHEDULE O) DETRIMENTAL TO THESE PURPOSES AND BY ENGAGING IN EDUCATIONAL AND RESEARCH ACTIVITIES TO ACHIEVE THESE PURPOSES.
