TO PARTNER WITH MUNICIPALITIES IN THE EASTERN CONNECTICUT REGION TO SUPPORT THE RETURN OF DISTRESSED, UNDERUTILIZED, BLIGHTED, BROWNFIELD AND HISTORIC PROPERTIES TO PRODUCTIVE USES CONSISTENT WITH LOCAL PLANS OF CONSERVATION AND DEVELOPMENT.
