TO PROVIDE LOW PRICE RENT TO INDIVIDUALS WHO COULD OTHERWISE NOT AFFORD IT. TO MAKE HOMEOWNERSHIP AVAILABLE TO MIDDLE AND LOW-INCOME FAMILIES. TO PROVIDE INTEREST-FREE LOANS TO INDIVIDUALS WHO CANNOT AFFORD THE HIGHER RATE.
