PROGRAMS FOR CONSTRUCTION AND REHABILITATION ARE FUNDED THROUGH COOPERATIVE SPONSORSHIPS WITH OTHER ORGANIZATIONS, BOTH NOT-FOR-PROFIT AND FOR-PROFIT, OR BY INTERNALLY DIRECTED FUNDS.
