TO IDENTIFY AND TO STUDY REGIONAL ISSUES SIGNIFICANT TO THE DEVELOPMENT OF SOUTHEAST TEXAS AS A COMMUNITY, SUCH AS ECONOMIC DEVELOPMENT, CRIME PREVENTION, EDUCATION, THE ENVIRONMENT AND OTHER ISSUES THAT AFFECT SOUTHEAST TEXAS; 3. TO ACT AS A FORUM FOR THE DISCUSSION OF ISSUES ON A REGIONAL BASIS AND TO PROMOTE AND ENCOURAGE THE INITIATION OF INNOVATIVE REGIONAL APPROACHES TO THOSE ISSUES; 4. TO PROVIDE AN OPPORTUNITY FOR LEADERS IN THE VARIOUS COUNTIES AND COMMUNITIES IN THE NINE-COUNTY REGION TO MEET AND WORK IN AN ORGANIZED FORMAT, AND TO CRE
