THE ENTITY WAS ESTABLISHED TO ADVOCATE FOR REFORM OF THE NATIONAL FLOOD INSURANCE PROGRAM IN ORDER TO DEVELOP RESPONSIBLE FLOODPLAIN MANAGEMENT WITHIN COASTAL AND RIVERINE COMMUNITIES.
