TO PROVIDE FOR THE PROMOTION OF AND FUNDING FOR PRE SECONDARY SCHOOL EDUCATIONAL NEEDS, INCLUDING BUT NOT LIMITED TO, FACILITIES, EQUIPMENT,OPERATIONS, TEACHER GRANTS, AND SUCH OTHER FUNCTIONS, ACTIVITIES AND SERVICES AS MAY BE NECESSARY TO CARRY OUT THE ABOVE PURPOSE.
