NOCA'S MISSION IS TO PROVIDE INTERACTIVE AND COLLABORATIVE SPACES FOR MUSICAL PERFORMANCE, TECHNICAL EDUCATION, CONSTRUCTIVE WORKSHOPPING, COMMUNICATION, LITERATURE, FILM, AND ARTISTIC EXPERIMENTATION AND TO ENSURE THAT THOSE PROGRAMS ARE ACCESSIBLE TO ALL COMMUNITY MEMBERS.
