THE CORPORATION SHALL COMBAT ECONOMIC COMMUNITY DETERIORATION AND SHALL PROMOTE, FACILITATE AND ASSIST IN PENNSTLVANIA (ERIE, CRAWFORD, MERCER, LAWRENCE, VENANGO, CLARION, FOREST, AND WARREN COUNTIES), WHICH SLALL INCLUDE OPERATING A PROGRAM OF FINANCIAL ASSISTANCE IN THE FORM OF LOW-COST, LONG-TERM LOANS TO OR THE PURCHASE OF EQUITY INTERESTS IN VARIOUS FOR-PROFIT BUSINESS ENTERPRISES IN ECONOMICALLY DEPRESSED AREAS; INSTRUCTING AND TRAINING UNDERPRIVILEGED INDIVIDUALS FOR THE PURPOSE OF IMPROVING OR DEVLOPING THEIR CAPABILITIES FOR ECONOMIC SELF-SUFFICIENCY; FOSTERING ECONOMIC OPPORTUNITIES FOR UNDERPRIVILEGED PERSONS; AND ASSISTING COMMUNITIES WITH THE DEVELOPMENT OF INFRASTRUCTURE TO SUPPORT ECONOMIC DEVELOPMENT WHICH WILL LESSEN THE BURDEN OF GOVERNMENT.
