A MAJORITY OF THE RIDERS ARE CLASSIFIED AS LOW-INCOME, HANDICAPPED OR ELDERLY. WITHOUT THIS SERVICE MANY INDIVIDUALS WOULD NOT BE ABLE TO LIVE IN THEIR OWN HOMES, WORK, SEE A DOCTOR OR ATTEND AN EDUCATIONAL INSTITUTION.
