SERVICES SHALL NEITHER BE RENDERED OR DENIED TO ANY PERSON ON THE BASIS OF RACE, COLOR, RELIGION, NATIONAL ORIGIN, SEX, OR LEVEL OF DEVELOPMENTAL AND INTELLECTUAL DISABILITIES.SERVICES SHALL BE PROVIDED IN A HOME-LIKE SETTING.
