RECRUITING "GRASS ROOTS" CULTURAL ORGANIZATIONS, LOCALLY AND ABROAD FOR FESTIVAL EVENT PARTICIPATION AND ENCOURAGING THEM TO INCLUDE AN EDUCATIONAL ASPECT FOR THE PUBLIC.
