TO PROVIDE FINANCIAL AND OTHER RELIEF WHEN NEEDED TO THE FIREMAN OF THE POWAY FIRE DEPARTMENT, TO PROVIDE FOR AN AMBULANCE SERVICE TO THE COMMUNITY, AND TO PROMOTE CIVIC IMPROVEMENT.
