TO SERVE THE CRIMINAL JUSTICE POPULATION UPON RE-ENTRY INTO THE COMMUNITY BY PROVIDING A SAFE AND THERAPEUTIC ENVIRONMENT FOCUSED ON A COMMUNITY- BASED SOLUTION DESIGNED TO CHANGE OFFENDERS' BEHAVIORS AND REDUCE RECIDIVISM AND FOR THE TREATMENT OF ADDICTION TO DRUGS AND ALCOHOL.
