TO REDUCE THE NUMBER OF UNWANTED PETS IN THE MIDLAND AREA THROUGH PLACEMENT, PUBLIC EDUCATION, SPAY/NEUTER ASSISTANCE PROGRAMS, AND SUPPORT FOR THE EFFORTS OF LOCAL ANIMAL WELFARE GROUPS.
