SPHI WAS FORMED IN 1989 TO OWN AND OPERATE A 15-UNIT APARTMENT COMPLEX IN KANSAS CITY, MISSOURI, KNOWN AS RAINBOW RESIDENTIAL CARE (THE PROJECT), HUD PROJECT NUMBER 084-HH004. THE CORPORATION PROVIDES HOUSING TO ELDERLY AND DISABLED PERSONS, SUBJECT TO REGULATION BY THE U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD) AS TO RENTAL CHARGES AND OPERATING METHODS. LOWER RENTAL CHARGES ARE RECOVERED BY THE OWNERSHIP THROUGH RENT SUBSIDIES PROVIDED BY THE DEPARTMENT OF MENTAL HEALTH.
