PROMOTE AND ENCOURAGE THE SHOWING OF REINING HORSES AND DEVELOP AND DISSEMINATE INFORMATIONAL MATERIAL DEEMED DESIRABLE TO PROVIDE CONTESTANTS AND SPECTATORS A BETTER UNDERSTANDING OF A PROPER PERFORMANCE OF THE REINING HORSE IN THE SHOW ARENA.
