TO ESTABLISH INDIVIDUAL COMMUNITY RESOURCES THAT WILL SUPPORT, PRESERVE AND ENHANCE THE DIGNITY AND RIGHTS OF THOSE WITH MENTAL HEALTH AND ASSOCIATED SUBSTANCE USE DISORDERS, AND IN DOING SO, SEEK THEIR OWN LEVEL OF RECOVERY AND INDEPENDENCE.
