WHERE THE CITY OF ELIZABETH'S RICH HERITAGE AND DIVERSE CULTURE FOSTERS THE CULTURAL ARTS, EDUCATION AND AN APPRECIATION OF HISTORY AND WHERE SOCIAL SERVICES STRENGTHEN THE COMMUNITY
