THE ADVANCEMENT, PROMOTION, AND DEVELOPMENT OF THE ARTS IN THE CITY OF TOPEKA, THE STIMULATION OF PUBLIC SENTIMENT TO THESE ENDS, AND TO PROVIDE A FACILITY TO ENHANCE BOTH THE PERFORMING AND VISUAL ARTS.
