TO SERVICE THE HEALTH CARE NEEDS OF SAINT CHARLES COUNTY AND LINCOLN COUNTY ADULT RESIDENTS WHO ARE NOT COVERED BY MEDICARE, MEDICAID OR PRIVATE HEALTH INSURANCE AND WHOSE HOUSEHOLD INCOME MEETS THE ORGANIZATIONS FEDERAL POVERTY GUIDELINES.
