TO PROMOTE SOCIAL WELFARE THROUGH 1. MAINTAIN HOUSING STOCK FOR THE RESIDENTS OF THE COMMONWEALTH OF MASSACHUSETTS 2. PRESERVE THE ABILITY FOR MASSACHUSETTS RESIDENTS TO RENT OUT THEIR PRIMARY RESIDENCE AS A "SHORT TERM RENTAL" ON "HOME SHARING PLATFORMS" SUCH AS AIRBNB AND 3. PROHIBIT COMMERCIAL DEVELOPERS AND OUT-OF-STATE INVESTORS FROM BUYING UP EXISTING HOUSING STOCK TO RENT OR SELL AS A "SHORT TERM RENTAL".
